HomeBY-LAWS OF THE ASSOCIATION

MEMBERSHIP

  •  For the purpose of regular membership, the term persons of Pakistani origin will mean persons who are:Presently married to citizens of Pakistan and their children.
  • Only regular members of the Association are eligible for voting in the meeting of the Association, provided they have been member of the association for at least three months prior to a meeting.
  • Only regular members of the Association are eligible for seeking an elective office in the Association, provided they have been regular members of the Association for a consecutive period of at least one year prior to an election.
  • Award of an honorary membership will be recommended by the Executive Committee of the Association, and bestowed in a general body meeting of the Association. Honorary members will not be required to pay any dues.
  • The rights and privileges, as well as duties and responsibilities of the members are equal, independent of their social status and/ or economic standing.
  • Membership shall be by approval of the governing body on the submission of a request in writing, or by submission of an application form signed by or on behalf of the applicant, or by written invitation of the governing body and written acceptance.

GOVERNING BODY

A. EXECUTIVE COMMITTEE

As the governing body of the Association, The Executive Committee shall strictly abide by the constitution of the Association, and the Constitution of the Irish Republic:

  • Among other things, the day to day activities and function of the Executive Committee include planning and execution of activities to further the objective of the association, preparation of budget, and appropriation, collection and disbursement of association funds, representing the association in the public and private forums, maintenance of its record, and asset and covering of general body meeting.
  • The executive committee is responsible for all preparations needed to hold the annual general election.
  • The executive committee is responsible for keeping the general membership informed of all significant activities and developments pertaining to the interest of the association.
  • The executive committee shall meet at least four times a year. For those meeting four members will constitute a quorum an all decision will be made by a simple majority vote.
B. PRESIDENT

The president of the executive committee represents the association at all occasions and supervises and coordinates all of its activities. Further duties of the President shall be as follows:

  • Presides over the meeting of the executive committee and the general body of the association.
  • Shall be responsible for overall management of the association’s administrative and financial affairs.
  • Institutes various committee and sub-committees as needed.
  • Prepares and presents the annual report to the association.
  • Co-signs with the treasurer all cheques issued on behalf of the associations.
C. SENIOR VICE PRESIDENT

The president of the executive committee represents the association at all occasions and supervises and coordinates all of its activities. Further duties of the President shall be as follows:

  • Presides over the meeting of the executive committee and the general body of the association.
  • Shall be responsible for overall management of the association’s administrative and financial affairs.
  • Institutes various committee and sub-committees as needed.
  • Prepares and presents the annual report to the association.
  • Co-signs with the treasurer all cheques issued on behalf of the associations.
D. VICE PRESIDENT

In the absence of both President and Senior Vice President, the Vice President shall have the same functions and powers as vested in the President. He/She also take active part and assist the president in all matters in which his assistance is sought by the latter. The president may delegate some of his powers to the president. Furthermore, He/She will be the coordinator of committees formed to undertake any special tasks.

E. GENERAL SECRETARY

The General Secretary maintains and preserves all records of the association. The additional duties of the General Secretary shall include:

  •  Prepare agenda for meeting and records the minutes.
  • Notifies the association membership about the meeting and activities of the association.
  • Tracks internal and external correspondence.
F. SECRETARY FINANCE

The secretary finance is responsible for the management of the association’s financial affairs. In addition the secretary finance duties include:

  • Prepare the annual budget and the annual financial report of the PWCA.
  • Maintains records of collection and disbursements of association’s funds.
  • Manage the association bank account, prepare all cheques to be issued on behalf of the association and sign them with the president.
  • Receives and deposits all monies on behalf of the association.
  • Maintain up-to-date dues payments records of the members.
G. SECRETARY OF MEDIA AND INFORMATION

The secretary of media and information is repository of all information about the association its goals and its activities. In this role the Secretary duties are as follows:

  • Shall propagate the activities of the PWCA.
  • Shall develop close contact with the Radio, Television, Newspapers etc.
  • Shall promote the cause of PWCA according to the rules and laws of the land.
  • Shall be responsible for the website of the PWCA.
H. SECRETARY PUBLIC RELATIONS:

The secretary public relations role and duties include:

  • Shall develop close contacts with the members all over the country.
  • Shall develop close contact with the Government and autonomous bodies and other agencies.
I. SECRETARY MEMBERSHIP / STUDENT AFFAIRS

The secretary of membership and student affairs handles the membership and student related issues:

  • Maintains membership records
  • Keeps and updates the association’s mailing list.
  • Maintains liaison with various student organization.
  • Is in charge of host family programs for the incoming student.
J. SECRETARY SOCIAL AFFAIRS

The secretary of social affairs looks after the details of various social and cultural activities of the association:

  •  Helps the executive committee in the planning and organizing of the association’s activities.
  • Is the principle liaison with other social and culture organization
K. LIFE TRUSTEE

The Life Trustee of the group shall hold this honorary position until retirement, or death.

ELECTION

  •  Each candidate for an elective office is nominated by at least one voting member of the association and is second by another voting member. The candidate must accept the nomination before the names can be placed on the list of candidate.
  • The nomination can be withdraw buy the nominators with the consent of the nominee or by the nominee on his own at time during the election proceeding.
  • After the nominations have been field, the candidate shall have the right to address the general body for a time interval to be specified by the election commission.
  • The time, date and place for annual election will be set and notified to the association membership at least four weeks before the proposed date of the election.
  • The result of the voting shall be announced on the floor of the meeting. A formal notification of the results of the election shall be prepared by the election commission and circulated in the community after the election is over.
  • The formal succession and handing over of the charge of the association’s board of directors includes, but is not limited to the following:
    • Membership & mailing lists.
    • Records of resolutions and minutes of association meeting.
    • Records of correspondence.
    • Account ledgers, cheque book and bank records.
    • Instruments of incorporation of the association.
    • Seal and stamps.
    • An inventory of the assets of the association.
    • All assets as recorded in the inventory.

FINANCES

  •  The dues paid by the members are on an annual basis and are not prorated.
  • The executive committee shall prepare an annual budge within one month of its election and circulate it in the community for information.
  • Any member of the executive committee can spend up to Euro 100.00 on behalf of the association by getting approval from the president or the treasurer of the association.
  • Amount above Euro 100.00 shall require formal prior approval of the executive committee.
  • The association shall maintain a bank account in a local bank to manage the finances of the association.
  • The cheques are prepared by the treasurer and co-signed by the treasurer and the president.
  • Monies received by the treasurer or the treasurer’s appointees are always deposited directly in the association’s bank account. Private accounts are not to be used under any circumstances to keep association’s fund for any period time.
  • No indebtedness shall be undertaken by any member of the executive committee on behalf of the executive committee without prior or explicit approval of the full executive committee.
  • Any financial indebtedness which requires the association’s committee and involves sums of monies larger than 50% of the association’s annual revenues derived from membership dues shall have to be approved by a general body meeting of the association.

MEETINGS

  •  Any member of the association can attend any meeting of the executive committee as an observer.
  • The meeting shall be presided over by the president or in his/her absence by another office bear in the following order succession:
    1. Senior Vice president
    2. Vice President
    3. General Secretary
  • There shall be at least five general body meetings of the association, approximately timed as follow:
    1. Annual general body meeting-Pakistan Republic Day
    2. General body meeting and dinner-Eid-ul-Fitr
    3. General body meeting and dinner-Eid-ul-Adha
    4. General body meeting and dinner- Pakistan Republic Day
    5. Introductory general body meeting to be held within two months of the election. This meeting shall be the occasion for the new executive committee to introduce:

In this meeting new executive committee shall present their annual budget and expected plan for the next year’s activities before the members of the association.
 

  • Other general meeting can be called by the executive committee or members of the general body for special occasion.

MEMBERSHIP FEES

Membership fees shall be as follow:

    • Individual €10.00
    • Family €20.00
    • Student €5.00

 

  • Yearly membership fee may be revised by the executive committee.
  • Family includes wife, husband and children under age 18.

GENERAL WAIVER

For the purpose of the first election of the association the pertinent provisions of the constitution and its by-law may be waived as needed.

ADOPTION OF THE CONSTITUTION

The constitution and the by-law laid down heretofore will become the constitution and by-law of the Pak-Irish welfare association as and when adopted by the general body meeting of the association for this purpose.
